include/*.h: Correctly declare import/export specifications for each compiler layer. Currently, there are many functions in libphases that ought to be in libstruct and vice versa.

src/compiler/*/*.c, include/debug.h: Change DEBUG(statement) to DEBUG { statement; }. This preserves line numbers when expanding the DEBUG macro. Also changed DEBUG_IF(condition, statement) to DEBUG_IF(condition) { statement; }.
